First of all, I dont buy at all that funny theory about men peaking late in life (40s and more) that some delusional guys spread here.
I believe peak looks for a guy doing the right moves from the beginning comes in his 20s (wheter its early or lates according to his genes) as much as peak performance comes in his late 20s.
Late bloomers may simply be guys that didnt make the right move from the beginning and just recovered later.
Now talking about manliness in terms of looks, personality and aura I believe for most men comes not earlier than mid to late 30s.
I will use some example of famous people to better explain the idea, ofc famous people are hardly the best way to prove a rule.
Gerard Butler 300, 37 at the time.
Of all the actors available they pick a man in his late 30s for the role of the king of Sparta.
Daniel Craig, 007 Casino Royale
Of all the actors available they pick this man in his late 30s to begin the new 007.
Brad Pitt, fight club
At age 37 he is chosen to portrait the self confident rebel personality of the main character which for what I recall is much younger at the time.
It seems to me at in his late 20s and early 30s you're more fresh and cool but not that convincing while later than that you're supposed to be more "compliant" and integrated into polite society.
