Most third world and non governmental countries (South America, India, or any other country where there's little involvement in what happens with children), even China, have little oversight over what kids do at those ages, which likely explains a lot of their cultural norms like how girls can be in relations even as early as 12-14 in south america, for instance. Not saying this is right, but just giving a reality perspective of what goes on outside the first world.
