It's dependent on what carbs you have, a lot of veggies have a lot of fibre which helps you digest carbs. Sugar on the other hand is nothing but empty carbs.

It's legal because billion dollar corporations pay lobbyists to make sure sugar, carbs, alcohol and tobacco are legal with as little restrictions as possible. It's the (foolish) American way. The drive-thru was the worst invention in the 20th century. Nothing good can come through a drive-thru. Nothing.
