That "Raisins" episode of South Park has a lot of truth in it, IMO. From the manipulative tactics of the girls, to Stan's depression over being dumped, to Butter's positive philosophical spin on it at the end.
TyTe 'EyEz is correct that waitresses are masters of leading guys on, especially if they work in a place where alcohol is served. They do this not only to get better tips, but to keep customers coming back and thus making themselves appear valuable to management. Waitresses and attention hos have a lot in common. I also agree that if you don't seal the deal, a waitress' attention is meaningless. That doesn't mean they are unattainable by any means or that you can't form a connection with them, but 99% of flirting doesn't go anywhere, and they are well aware of that, and leverage it to their benefit.
