There's nothing wrong with being friends with women. In fact, it's a great way to get comfortable around women if you're shy. And if the girl is hot, then you learn to become more comfortable around women who are hot. I would definitely recommend being friends with a girl, especially if you're shy or don't have a lot of experience with women. You must first learn to crawl before you learn to walk.

However there's a difference between being her friend and being an orbiter. A lot of guys will be friends with a girl who's already in a relationship because they're secretly in love with her and will ignore other women, and hope by some mere chance that she breaks up with her boyfriend. And when she finally does break up with her boyfriend after two long years, she falls for another guy. Don't do this. You should be pursuing other women as well simply because you don't want to wait around for this girl to break up with her boyfriend which may not happen for a very long time.

But yeah, I would honestly only become friends with a girl if you're not attracted to her or she's already taken.

If you like her and she's single, there's no point in trying to be her friend first. You should definitely ask her out and if she says no, then move on.
