When is the right TIME???

OK guys..
I kinda need youre advice about escalations...
I mean Im kinda confuce ..

Because its this man, I know that never ever show youre feelings to the gurl on the 1st days of knowing each other..I mean never ever show to her that you see her as potential gf and or saying to her that you have feelings for her..

Now the question is....How would I know when is the right time to let the girl know that you have feelings for her?
