I texted her if she wanted to go boating with me and she messages me back: hey sorry , but i really cant hangout. what does this mean? Is she just playing hard to get, already taken? I havent built comfort with her but she has high interest for me. I even tried to build some rapport with her on text but she only gave the above message. Should I talk to her face to face about this?

It means she doesn't want to hangout with you. When you texted her, you gave her a choice to go with you. You should have said "I'm going boating and I'll pick you up at 7." Plus, boating? That doesn't sound like it would get any girl hot and heavy.

Sorry dude, when she says "I can't hangout" and doesn't counteroffer, you are almost done. You go buy a car and you told the salesman "$20,000 is my offer" and he doesn't counter it. Would you think he had a high interest in selling the car to you?
