true in some cases, but overall it depends on your goals, current bodyfat, bodytype.. the whey will be oxidised for fuel and I see no point in taking it precardio if you're looking to drop some serious fat. if just for bodyfat maintainance I'd be fine with it though.
no-one can go wrong with BCAAs pre-cardio (4-6g). the endomorph can get away with nothing else although may need a metabolism booster as well (since their metabolisms tend to be slow anyway) - green tea/caffeine/some thermo/whatever.
if you're a mesomorph you may do fine on just the BCAAs, if you lean towards the ecto side of things you may need to add half a scoop of whey as well.
if you're an ectomorph then why the hell do you need to do morning cardio in the first place.
post-cardio I'd go with BCAAs again although if you're eating half an hour later as Salvatore advised then you probably don't need these. I take BCAAs after cardio because I tend to wait up to an hour post-cardio before eating breakfast. (I'm meso-endo)
