im a 22 year old college student, about 5'11 and 188 lbs now. heres the deal, i have moderate amount of muscle mass and if i had to guess around 15% body fat. i want to get it down to around 8-10 and i need to know whats the best way to do this without burning my muscle mass i build in the gym. i also would like to try and increase muscle ( about 10-15 lbs), and im willing to eat a strict diet/ train hard to attain this. im not lazy. but the problem is i dont know how much cardio is needed and when its too much. i would appreciate it if only people with good wisdom respond so i dont follow bad advice.

here's a couple pics of me

Personally I would gain some more mass before attempting to strip bodyfat but if fat loss is your goal, that's your choice - you will require a moderate-high calorie intake with a large output. Cardio will have to be 6 times a week at a minimum and you will have to cycle/time carbs as you are already fairly lean.
