To wait or not?

I have a strong interest in a woman, as she does with me. We have been friends for about a year and slept together a couple of times in that period. She has recently ended the non monogamous relationship she was in during that time. The other day while over at mine said " I'm one of her closest friends", "She wants to spend a lot more time with me", "(she) thinks about being in a relationship with me" .... but here is the kicker "can we put whatever we have going on between us on hold? that she has nothing left emotionally to give".
I've got no idea what that means especially as we have such a great time together and a day or a weekend in each others company flies by for both of us.
Is that the ultimate friend zoning? Should I give up on the idea that we could be together as a couple?

If she has nothing left emotionally to give then there's nothing there for you to get. It's as simple as that, just passively ignore her by not making any moves on her (don't actively ignore by not answering). Move on to someone else or do something else you want to do. She might make up her mind later and want you or she'll just silently fade from your memory as you're busy with life and other women.

I'm not sure what "not waiting" would mean to you, like what can you really do? Any move would seem desperate and ultimately self-defeating. There's really nothing you can actively do to change her mind other than give her the time and space to reflect upon you, that's often the most effective thing you can do.

She is getting attention from more than one guy and she is asking if you and her can "put what you have on hold--aka you stay single while she test drives other dudes," and you just sit on the sidelines if things don't work out for her she will then call you.

You are her plan b. Or plan c. Extremely low on het priorities.

Tell her she just demoted her self to FB and you go meet new women

if it were true it means that she hasn't recovered enough from her last relationship to get into a new one

since this is a woman we're talking about it's nonsense meant to keep you on the hook til she gets bored
