Meh.. I think best is a huge overstatement.

It's not terrible as a direct approach, but I could see you getting responses like: "Who the hell are you?", "No it shouldn't." "Why/What for?" "I don't give my number to people I don't know", etc..

I dont like it. Its like asking for a phone number before you've built any attraction or comfort. Its not even funny. If your gonna do some cheesy line, it needs to be funny at least. If you make her laugh, you're on the right track. By laugh, I mean at your joke, not at YOU. Any girl will think thats stupid.

There's nothing wrong with pick-up lines. I agree with Tucker Max when he said that it's just an easy way for two people that don't know each other to start a convo. It's all in the delivery - as usual it doesn't matter so much what you say as the attitude behind it
