That may be true, but if so it reflects a poor understanding of ISIS. As a caliphate, they refuse to recognize any political borders. Any other rebel group, if you made the offer to stake off some land, give it to them, and leave them alone, they would eagerly accept it. But whatever we gave ISIS would never be enough; they would always be in constant war with Iraq (US) and Syria (Russia), and whoever else they could get to. That's the directive of the end times prophecy that they follow.
The real issue is allowing muslims into western countries. We didn't have problems until we allowed muslims in at great numbers back in the 90's.
