I tried regular deadlifts for the first time today. My complaint is that the bar scrapes my knees/shins on the way down. Should I keep bend my knee's less to avoid this, or lean over more?

Also, which arm should I use for my under grip (since deadlifts use the mixed grip), my strong arm or my weak arm?

the scraping means you're doing the exercise properly - either wear pants to avoid getting bloodied knees or just ignore it, it's hardly anything. do not lean over or do anything like that, your form is great.

use your stronger arm for the under grip. (at least I do)

^^^^As above.
But if it is really hurting you that much (or you can't afford a pair of pants), you don't need to scrape your legs to be doing it correctly. Just make sure you keep it as close to your body as you can, the further away the bar, the less back/leg involvement in the exercise there is. Stronger-Side: Under, Weaker-Side: Over.
