I see it as the man's duty to initiate first. A lot of guys will say if she's interested, she will initiate first, and make plans, etc, but I've never really liked inaction in this case. There's some truth to "if she's interested, she will initiate" though. But you shouldn't wait for it. If she likes you, she will invite you out to do things sometimes, but so many girls expect guys to be the ones to make plans, so they just wait on us to do it.
As for who texts last, I really don't think it matters.

Yeah, stop doing that. Text her to set up plans. A conversation over text every once in a while isn't the worst possible thing you could do, although it's not recommended. If she had fun on your date, she won't forget you. Texting her just so she doesn't is a waste of time. This, in itself, is like placing women on a pedestal. You put way too much value on her, if you're afraid of her forgetting you. She "forgets" you, you forget her number. Plain and simple.
