What's the proper way to be towards a girl who's feeling down about something. I usually just let her talk and say comforting yet short things and never try relating or give opinions. Is this the proper way?

Yep.

If you give her solutions to solve her problems it'll just degenerate into a huge fight and you'll be called out on any problems you may have lol.

Unless the chick is unusually mature and has a history of wanting real advice in her bad times what I said is usually what will happen.

So you are doing things well now!

In their moment of weakness I just hug them and say that this feeling is only momentary - they usually say, "Thanks for being here." - then I start kissing them on the neck and rub my hands up and down their back and buttocks, simultaneously!! Then they start freaking and scream, "WHAT THE HELL ARE YOU DOING?' I say, "I'm comforting you.". They run away while yelling, "You're a freaking perv!!! I guess I'm not a good comforter. :(
