How Do You Rate Threads?

Nick Hill said something about only using threads with a certain rating for the Bible and I see (very rarely) a rated thread, how do you rate threads? I see no button for it... Also, when is a thread eligible for rating?

That's only in the Tips Section. Only Tips can be rated by going to the bottom of a post and you'll see a little box with "select a rating."
