How do forums like this one get promoted

I've had many forums and in chat sites but never had any success. No matter how much I advertised, only a few people came, registered and then left.

How do these forums get promoted and members starts posting?

I think its been around for over ten years and got a following.

You would be amazed how many guys type into google, "How can I get my girlfriend back?" then they are directed here and bam, life changed.
