Girl in my complex told me "to come by whenever"

I went by the day she told me this ( I also got herphone number, suggesting that her Apt. # was not good enough) and she stood by the door and we talked for 5-10 minutes. I cut it off. She didn't let me in because she just moved in and "her apt. was too messy."

I'd like to see what's up with her again. Should I just go without calling? or should I call first? Also what's the latest time I go without calling?

Edit: Note that the talk where I got her phone and apt. number was no friends talk. On the other hand, I have had at least one other girl tell me "to come by whenever" but I interputed just in a friendly way.
