Sometimes girls give out their numbers to get guys away from them and don't answer the phone. And the girl gets an ego boost.

It meant something in the 80's and 90's, but not now. You need to set up a date on the spot or go for the lay. Kiss closes are better. You need to have some spark of interest there. And she has to be attracted to you. That's my ruling.

Basically, if a female stops or ignores you at any point during the process, then she is not that down for you
