Best way to go about asking for a date the second time?

Met this girl, to my she's an easy 10/10 because she is my exact type, and got her snapchat at a party. I know she thinks I'm cute and will like me much more but I still haven't gotten a first date in order to build more attraction. She lives about an hour from me at a local university and I have lots of friends who attend the school so i'm there pretty often. Last Friday I asked her (over snapchat) how her day was, she was in a good mood and I knew she loved to drink juice because she posts it on her snapchat on a daily basis, so I asked her if she was down to grab some with me that weekend. She responded asking whether or not I was in town. I told her yes for the weekend and she responded that she was very busy with finals coming up and she would see if she had time. Obviously this is a subtle No so I just told her alright no worries lmk. This wasn't a bull**** excuse as she has been posting non stop stories of herself studying.
I got invited to town again to go out and hit some bars and I know she isn't 21 so I cant invite her out with us. Whats a good second date approach to take?
I have came across pretty confident and I don't want to seem needy by bombarding her two weeks in a row with a date request.
Any ideas?

Second date? You haven't even gotten the first one yet. You made an offer, she gave you a subtle "no" and she made no counter-offer (even after you told her to "let you know"). At this point, anything you do is almost certainly going to come off as "I can't take a hint".

My advice is to just continue on hanging with your friends at the University. If you bump into her accidentally (and I do mean by accident. Don't go there looking for her pretending to bump into her accidentally), then maybe chat her up, bust her balls, whatever. But other than that, if she isn't "letting you know", then she doesn't want to.

The study thing is an excuse, even if she is studying for finals. Myself and most people I knew in college would study hard during the week specifically to have one night on the weekend to just chill and unwind. Nobody studies 24/7 in college, especially hot girls.

Think about it: how many people can honestly say they picked up a hot chick in the library on a Saturday night in college?

Obviously I'm aware that if a girl says she is too busy and offers absolutely no alternative then thats a hard not interested, but the fact that I live an hour away and she knows that, that would make creating an alternative look weird on her part considering we still hardly know each other. She definitely has the hard to get mentality thats one of the first things I noticed when I talked to her even my friends mentioned that she was like that.
At first I thought she was bull****ting as well about the studying but she legit kept posting studying snapchats all weekend. I respect that though she obviously has her priorities straight and doesn't let some random guy she met at a party come between that.

I like the university random bump into idea thats probably my best bet to keep the cool persona.

If you are going to try again, then just ask her out. The best way to be is be up front and tell her what you want.

I might go down for the weekend and post ONE Snapchat the first night of you having fun and identify its a local place. If she's really interested she Will reach out that weekend, or at a later date to say 'I saw you were in town'

She didn't counter offer so I would leave every thing alone until she reaches out. No sense in wasting your time till she shows interest.

Go, have fun, live your life, meet new females to date. That is your assignment!

Don't ask her the next time you go. Ask her the following time. If you don't get a date the first time you ask, always wait at least a full week, preferably about two before trying again. Sometimes their mindset changes with the wind. That's your only hope.

If she turns you down again, she's history. Forget about her completely.
