There definately is a culture difference between Filipinos and other Asians. I think that Koreans, Japanese, Chinese, Mongols, Vietnamese, Tibetans, etc. form one Asian cultural bloc. I'll classify that as East Asian. They are all strongly influenced by the Confucian Edicts, which makes them somewhat conservative, by Western Standards. The Thais, the Indonesians, the Laotians, Nepalis, etc. are of the South East Asian bloc, and they are a mixture of East Asian Confucian and Muslim/Hindu influences. Depending on the individual, they can be very liberal or extremely strict, in the case of Muslim Indonesians.
I personally like to classify Filipinos as their own group. They have a distinct Spanish and American influence, as they were colonized by both nations right after another. As a result a small portion of (though not big) Filipinos have Spanish/white+black American blood. But more importantly, they have a psychological imprint of their former 'masters', and probably thus feel a connection to them. I wouldn't define that connection as something purely sexual, but a 'familiarity'. Thus out of all Asian groups they probably exhibit the greatest willingness to integrate and mate with Westerners, out of all the Asian groups. (The Japanese are a weird exception, as they have a totally bizarre fascination with anything foreign, much like the Germans. They're willingness to have non-Japanese mates comes from another source. Koreans and Chinese are reknowned for their cultural arrogance and xenophobia) So historically, Filipino men and women have had the highest rates of intermarriage and IR dating with whites, at least in America.
I have to add though, things are not as simple as that anymore. Many young Filipinos experience a resurgence of Asian Pride or even more specifically 'Pinoy Pride', and are sometimes quite nationalistic and racist. But that's probably just an effort to get in touch with their roots, and many come back to being more open at an older age. But many times, their Pinoy Pride phase also shapes their future, and they may not be open to non-Filipinos. Like I said, it's pretty complex.
