Am I being unreasonable with my loud as sh!t neighbors?

So I'm about to graduate from college this coming May, thank the lord.

Earlier this year I was in a fire and my roommate and I had to make a very quick decision about where we were going to live for the rest of the year. Luckily, one apartment complex made us an incredible offer for a 4 bedroom townhouse. It's only me and my roommate living there and we're only paying 320 per month + utilities. Again, it's a 4 bedroom, 3 story, 2.5 bath townhouse. great deal, right?

well the only problem is that this particular neighborhood is known for it's party scene, something I didn't realize until after we moved in. Anyways, the two girls who live next two us have drove me crazy for the last 6 months. They blast loud rap music. it's so loud I can't even hear my god damn tv when they're playing it. I've reported them to management and called the police numerous times.

Here's the fvcked up part. Cops here in town basically told me I have to "deal with it" because it's just "that type of neighborhood". I've looked at city ordinance and it clearly states that any noise that can be heard in your neighbors apartment is too loud. I'm not being a d !ck either. I don't give a fvck about people walking loud or talking loud or doors slamming or any of that stuff. But when they blast this music so loud it's ulmost unbearable to even be in my apartment.

The truly fvcked up part is that these girls don't feel like they're doing anything wrong. They can't figure out why I'm "being such an ******* about it."

WTF is wrong with people? does no-one give a sh! t about other people anymore? Anyways i've only got about another month until I'm out of here but jesus christ it gets old.

I had neighbors like this once. I found the circuit breaker box on the side of the building and shut the power to their apartment off every time they got too loud.

Don't talk to the girls. Don't get in confrontations with them. Do more of this.
Get your documentation of your police reports. Get your documentation of the lease agreement in regards to noise and disturbing the peace. Make video recordings with date and time stamp of the disturbance. Look for another apartment. Threaten to break your lease unless something is done. Go to the company that owns the complex. Report the problem and the name of the apartment manager who refused to do anything about it. Make him or her sweat a little bit. If they refuse to do anything, leave.

If they give you ****, break your lease. Do not pay them jack ****. . Be an arsehole. If they threaten to sue you in court, show them copies of your documentation and tell them you'll let the judge decide. The get the hell outta there. You've done everything legally and humanly possible.

The lease that i signed CLEARLY states that what they are doing is wrong. I mean it's CRYSTAL CLEAR about it. The only thing that worries me is that there is also something called a "No Waiver by Landlord" which basically states, at least how i interpreted it, that just because the landlord isn't doing their job doesn't mean i can't break the lease.

here's what it says word for word:

"Landlord’s failure to insist on the strict performance of any provision of
this Lease or exercise any right or remedy shall not constitute a waiver of any breach of this Lease
by Tenant or a waiver of Landlord’s right to exercise any right or remedy. Landlord’s acceptance
of any full or partial rent payment by Tenant shall not constitute a waiver by Landlord of any
breach or default by Tenant"

wtf does that even mean?
