Yes, but people do lie sometimes and it never hurts to reiterate things that have already been said. I don't think it'd be any big deal just to talk to her about it. It might also go to show her that he does want this to be something serious and it might make her try even harder to be faithful...
Just ask if she's dating him, simple enough. If she says yes, then you know to back off. If she says she's not, then you'll have a chance to make a move.
Maybe she has the same feelings for you and after you said you liked her, she started feeling pressured/nervous to make it go somewhere. So now the easiest thing is to avoid you.

The only advice I can really give for this is to talk to her about it. You've apparently already discussed that she cheated in the past, so it shouldn't be that touchy of a subject for her.
